Your issue is due to one basic mistake. That is you are setting up Infostructure with Save under version value as '000' without deleting the version '000' values through tcode OLIX.
So now do like this.
Run OLIX, Give infostructure value and click on Delete version.
In the resulting screen, just click Execute.
Now run OLPM and set up the Infostructure with Save under version as '000'.
