By Default, Full Control owner rights are given for everyone group.
To take away the scheduling right... Go to Fav Folders from CMC....in the top level edit the security for EVERYONE group --- Deny or unspecify the below rights
"Schedule document that the user owns to run" & "Schedule document to run"
