Oops, is it the DB user or the account user (aka SAP ID user aka SCN user) that is locked? What I wrote is about the DB user (DEV_*) but now you write the account is locked which makes me think you refer to the SAP ID user. If that's the case, you can reset your password at SAP ID Service: Forgot Your Password?
